I know this is a tough one but what sort of MOA accuracy should I expect from a 20" barrel with a built in muzzle break? Can I get .75 MOA or better? Here's the rest of the setup:

J&T upper  & J&T HBAR Steel barrel 1/9 twist
Free float handguard

I put on a cheap BSA scope and with XM193 ammo have been dissappointed with the results. At 50 yards am getting about 2" MOA. I suspect the scope could be at fault, but also wonder about the Lake City ammo.  Will match grade loads do better?

Also, I think you hit the nail on the head with the "cheap scope" statement. Try a better scope and some different ammo. Just because it is XM193, that doesn't meant your rifle will like to shoot it.

Practice!

Even a cheap scope should give you adequate results at 100 yards (like 2 moa @ 100).

Definitely try some different ammo.

What are you using as a rest?

Using a Harris bipod with the grip resting on a towel, wooden bench, sitting in a chair. JP single stage trigger. Pretty solid setup, practice sure would help I am sure though.
Think that muzzle break affects accuracy?

Switch to a better grade of ammo.  Remember, always try to fix what is cheapest first.  After you experiment with a few different brands of good quality ammo and your expectations still aren't met, buy yourself a better scope.  Of course practice and good marksmanship is the most important but it sounds to me like you can hold your own if you're getting 2" groups using XM193 ammo.  I'm not bad mouthing the ammo.  I'm just saying there is better ammo out there for accuracy.

I can get .75 MOA accuracy FROM THE BENCH at 200 yds with hand loaded ammo from a Bushmaster 20" upper with no brake... iron sights. My experience with M193 ammo is: splatter all over the target.
