What is a good upper or kit to build a CAR? Do any kit companies, a la J&T, offer chrome lined barrels? Also is it Oly or RR that offers chromed as an option?

Yes RRA and Olympic offer chrome line for 30-35
Olmpic out of A4 upper 4-6week RRA getting their barrels 3-4 week back order. I been looking on ebay and here for upper. Bushy and Armalite back order 30 day or more

J & T offers chrome lining as an optional extra. I believe it's also based on availability.
