I have an m-4 barreled upper that shoots 24 inches high at 25 yards.  The rear sight is all the way down, using the 0-2 aperture.  If I unscrew the front pin 1/4 inch, it shoots 6 inches high.

I have tried several diffrent ammos in it, all the same.  

What is the problem?  Besides shooter error.  

How do I fix this?  

Is there taller front pins?  should I need one of these?

Bushmaster has a .040" taller front sight post, that should correct your problem.  Look here; Bushmaster FSP
