Would someone please tell me why the HK HR mags, which cost about $50, have the shoulders folded to prevent bolt lock-back on an empty mag? If I have an empty mag, and don't know it nothing is reliable.

I'm not sure what problems you are having. I own 7 HK mags for the AR. All of mine have worked just like regular AR beer can mags - the lock the bolt open after the last round.

You may have a damaged mag. The follower is supposed to lock the bolt open.

Ditto...mine even lock open with my hydraulic buffers where my USGI's have issues sometimes!
