I just finished my first AR build and am looking to add a Quad Rail hand guard. Because of $$$ and ease of installation, I am leaning towards a UTG Quad Rail.
What do you all think
Is the UTG a wast of $$$
What are the advantages of the free float rails
Are the free floats hard to install
Here is my Build so far...
DPMS lower
Double Star 14.5" upper
Perm Phantom Flash.

I have no experience with UTG but I will say you usually get what you pay for.    I assume you are looking at their non-free float, snap in rails correct?   Most will tell you that you will get better accuracy and a more solid rail with a free float system vs. the non-FF.   Do a search if you can as there have been lots of topics relating to FF vs. Non.

I think on a carbine, free floating is more cosmetic than anything. You get to remove the delta ring, which gives a monolithic look. Of course, you could go with a Daniel Defense Omega, which is free float and drop in, which does not require you to remove the delta ring, but its pricey. I think the best value is a KAC M4 RAS. You get a awesome rail with a bunch of rail covers and a nice vertical foregrip.

If you're not concerned about free floating, I'd spend the extra bucks and get the Troy MRF-DI ($150ish) or the Midwest Industries MCTAR-17 ($130ish).  If you want to free float, the DD Omega Rail is an easy to install drop in system, but will cost more ($250ish).

There's a difference between "cheap" and "inexpensive".   From what I've seen UTG gear is "cheap".  

"Buy once, cry once" and all that sort of thing.

Your flash suppressor will limit your choices for free float.  The DD omega system will be the easiest route.

Is that because the flash is permanently attached?

The point of a "Free Float" is so if you do put presure on the Rail (like if you use a bipod) It wont effect the barrel. I just got the Omega today.. its awesome.

I have no experience with UTG AR-15 parts, but I have the UTG quad rail on my Ak and it is the greatest thing I've purchased for the rifle. Great quality for the price.

i fixed it for you, i think the OP will need a two piece free float if he chooses to go that route.  i went with a YHM lightweight, the other option is destroy the flash suppressor remove it and attach a new one by doing the pin and weld. but it needs to be done immediately as as soon as it's off it's considered a SBR.
