I have always wondered why on say a 17" upper some folks use a 13" Handguard and others a 15 or 16".

One obviously leaves more bare barrel sticking out but is it a weight issue or just a "looks" issue?

Longer rail gives more space to mount accessories, or more space to get a comfortable grip if you have longer arms or like to hold far out.  You can also have a longer iron sight radius this way if you mount the front sight on the rail, which mechanically should make the sights more precise.  The disadvantage would be weight and bulk.  Other than that, it comes down to personal preference/looks and such.
