Yep, they're the same.

Chinese made.  Inexpensive and functional.  Not great, supports China.

Probably filled with lead, and will turn you gay.  (just kidding).

I think a better alternative would be to get a railed-handguard instead of mounting rails directly to the plastic ones.  anchoring metal to thin plastic, especially metal that will hold accessories that are very likely to get torqued, is asking for trouble.  The plastic M4 handguards were never meant to have these rails mounted to them.  this kind of application was an afterthought by some marketing person as a way of selling a gimmick.  They will not stand up to any abuse and will be money wasted.  

If money is a concern, I would look into the Midwest Industries Handguards.

They make a good product that is very cost effective.  I would suggest going with the FF version, though.  I had a set of MI 2-piece handguards and they had some rotational movement to them that I didn't like, so I replaced them with a KAC RAS.  Others have experienced the same issue, but some people say theirs lock up very tightly.  YMMV

But, the FF handguards actually replace the Delta Ring Assembly and lock onto the Barrel Nut, providing you with a rock solid platform.  The installation is easy if you take precaution and your time.  You simply cut off the delta ring and spring with a dremel tool and you are ready for the install.  There is a link around here somewhere with a pictorial walkthrough.  

Do yourself a favor and forget about those add-on rails.  You will be much happier with the real thing.
