I'm looking into something like the KAC M5 RAS setup (Rifle length) for a 14.5" or 16" upper. I'm guessing I cannot use a NON Freefloat rail setup if I plan to use a low profile gas block and flip front BUIS, correct?

From what I can tell, the freefloat goes on over the barrel nut and the non free float uses the front cap to mount as well as the delta ring?

Am I close?

You could use a NON freefloat with a gas block and a front flip up BUIS just not with a rifle length handguard. Which ever free float you buy will come with all necessary parts to install but you will replace existing barrel nut.

Why is that?

and I was planning on going with a non free float rail on one of the builds and free float on the other.

On some you may not have to but most of the ones I've seen have their own barrel nut that has threads for the FF handguard to screw on.
