I Built my last rifle lower and purchased a complete upper.  This time I want to build the upper as well.  I've been getting mixed information do I need to measure the head space and (adjust - HOW?). Or do I just screw the barrel nut down and torque to spec?

The AR/M-16 platform is different from other rifles.  The parts of the receiver that effect headspace are moved to the barrel extension, headspace is set when the barrel is made.  As long as your Bolt is in spec, which with a NEW Bolt you reasonably assured it will be, headspace will be in spec.  Be smart, get a new bolt for the new barrel, re-use the carrier if you're going to re-use parts, the carrier doesn't effect headspace, the bolt does.
