who makes this and can It be reloaded, found it at the range today when picking up my brass.

looks to be a 30-06 to me, brass looks nice. The headstamps codes list show a few diffrent FC codes the headstamp = FC 11 30-M1  and has blue sealent on the primer.
edit: i think i found this one http://www.bcammoandsupplies.com/product/BTDAMM674  appears to be this but year 11 is my guess.

this one is PMC obviously, can it be reloaded? found a few boxs that might go to this brass, the box looks old = pmc 30-06 150 grain soft point 3006A.  Lot no. ps-e30-06a-004-81

I just want to know if I should keep this for future reloadind or put in the trash.

The 3 FC's I see are Mexican,Federal, and Prvi Partisan.

Clarification:
I was looking for ID on 2 diffrent kinds of brass.

Its reloadable and PMC brass is decent. I have no complaints about the .223 brass.

I have loaded PMC 30-06 brass with no problem before.
