I just had installed on my bushmaster originally assembled parts - a flat top receiver - in place of my A2 carry handle.  The new Arms 40L sight is a full 2 of the metered lines over to the right.  Is this within the realm of normalcy or is something not right?  Does this have any implications for overall accuracy?

Normal.  As long as you can zero it - you are good to go.  You cannot change rear sights and expect mechanical zero.

So is there any potential that I installed the sights correctly or the front sight is canted?  Issues with that?

Unless you install the barrel onto the receiver, then  drill for the FSB, you will probably have a little adjustment to make.

As FALARAK said, if you can obtain a ZERO, then you are good to go.
