Another thread in this forum led me to this:

I'm looking for that exact upper receiver but without the BCG and charging handle. Does anyone know where I can find such an upper? This is my 2nd AR and the first one I've pieced together. I'm slowly inching my way into a full build. Thanks! |

Well, the individual parts are available right there on that site, including what they call the "budget 10 inch full float handguard" If that is the upper you have your heart set on, then that is where those parts are available. In my opinion, you could do better for similar money. PSA has 16" uppers without BCG and CH. |

I agree. I would go for a PSA PREMIUM of CHF without BCG. PSA changes their stock frequently so if it's not available today just give it some time. +1 Definitely, PSA also sells pre-built free-float uppers of good quality, just be patient and wait for them to be in stock. |
