flip the small aperature forward, so the big aperature is up.  Then you can see the small hole leading to the allen screw

It's been awhile since I owned an A2 but on the Maryland website, it says you need to flip the small aperature up and then the hole will be revealed. There is a pic on the website if you visit it.

ok right in front of the aperture if the small on is up is a hole.. I dont see a screw but back to my main question if I can already go 2 clicks above 8/3 do I need to do this at all?

Using the link above:

5. Tighten the Allen screw, remove the wrench, and confirm the sight bottoms out at 2 clicks BELOW 8/3. If not repeat the procedure until it's right.

So if it does that already, start at step 6.

Ok , Is that normal that some rifles are able to do that already?

Probabaly not new out of the box, unless somebody did it for you.

Right. Once you have the rear sight -2 clicks, THEN you need to adjust the front sight post at the range...

They used to come set so they could go 3 clicks BELOW 8/3 (so you could set a 100M zero), so I'm sure some were send out at some time already set fo 2 clicks below.

Note you can't SEE the allen screw unless you use a flashlight.  Most of us just stick the 1/16" allen wrench down there and fell around a bit and it will slip in.  Then follow the directions.

I'm sorry, you're correct.  I was going off my memory.  The small aperature is flipped up, in order to see the hole.
