You cannot have one.

Last I heard they were military/police only.

That's funny - I know of a few non-LE, non-MIL that have them.

I'm planning on building my own but I don't know how.

They can be found but are excessively expensive because they are not be sold by the manufacturer to civilians.  You have to buy one from someone that already ones it.

DBAL-A2's were floating around the forums for $1400.00 to $1800.00 last year. And the last one I could find in the EE went for $2000.00

It is legal to own ir lasers.

There are plenty for sale on ebay.  I would stay away from the ring mounted ones that are available now.  Unless you don't care if you may never get it sighted in correctly.

You can also check out the nv forum there is a thread active there now.

If you don't absolutely need to go stealth you could get a 635mn laser like the beamshot.

This is the one I would like to purchase as I have funds in hand.  Just need to find the right seller since no dealer will sell to MIL/LE individuals, been scouring the EE for a while.  Ive seen plenty of these in the hands of instructors, gunshop owners, and other civvies yet I cannot get one to use for official duty.
