Is this symbol, cast into the right side of this upper receiver, a manufacturer's ID mark or something else?

It's the 'Keyhole' mark of Cerro Forge, the company that made the raw forging for the upper. The forging mark has little meaning as to who actually finish machined the upper receiver. Cerro supplies raw forgings to AR manufacturers who finish machine the parts. I've seen them on Colt, Bushmaster, DPMS uppers, etc.... Forging marks/makers.
