My rear sight knob has 6 clicks between the "6/3" and "4" setting.  If I understand the "Improved Battle Sight" instructions, I need to loosen the screw, rotate the sight 4 clicks clockwise, tighten the screw, and then when I turn the knob counterclockwise, it should bottom out at 4 clicks below the 6/3 setting.  Then I leave the sight at 4 clicks below 6/3, zero at 50 yards by adjusting the front sight post, and leave the rear sight at 4 clicks below 6/3 for all distances short of 200 meters.  Is this correct?

Yes, that is correct.

When the screw is loosened, it says to rotate the "bottom half of the sight wheel."  Is that knob two seperate pieces?  In other words, the "6/3" shouldn't move?

Ok, I did it, I'm now wondering, would it be the same thing if I adjusted the knob five clicks clockwise, tightened screw, but still only turn the knob down 4 clicks past 6/3?  Then the knob won't have to be completely bottomed out (5 clicks below 6/3 will bottom out, 4 clicks below 6/3 for 200m setting), or would this change the sight configuration?

Yes it is two separate pieces, the 6/3 part is the one that will move.

Wait a minute, I thought that after you loosen the screw, the 6/3 part of the knob should remain in place and the bottom part should move?  Now I'm confused.

No I was the one that was confused.  Sorry it's been a bit since the last one I did, you are correct.

Thanks, I'm glad I did this before sighting in my new RRA Standard A4.  This sight configuration seems far superior to the 300 meter setting, I can't figure out why anyone would want it any other way.

Can someone recap? Now I'm confused.
