I am trying to find out if they have .243 cal assembled or a kit  for an AR,
what kind of compatability issues would i run into trying to build this?

The current issue of Shooting Times is devoted to AR's, they mentioned that AR's are available in 243, it should be easy to do, the cartridge size is very close to 308 Winchester, I don't recall if they said who offered it.

from further research it looks like there are very few manufactures that make a  .243 cal. for  $1000 or less.

I wanted to get an AR that would have multi roll  varmit/defense/deer
i already have a .308 bolt action and do not want an AR of the same calibur, the .243 is the smallest caliber you can use on deer in MN.
