I have a bushmaster with an A3 upper with a standard front sight base and I want to know if its possible to cut down the front sight base to a low profile one while its still in place? That way I don't have to screw around with the taper pins and gas tube. I know that I should probably just remove them but I figured if I don't have to mess with them, them don't.

Anything is possible.  If that is they way you want to go, I would suggest a Dremel tool with a dedecated cutting blade for the job.  You could then use a Dremel grinder bit to smooth it out and coat with cold blue and black paint if desired.
Take your time and make it right the first time.  Like they say, "measure twice, cut once".

+1 but getting the handguard cap off without removing the FSB may be alittle tricky.
