The forward sling swivel on my friend's brand-spanking-new LE6920 is "loose".  It's able to translate fore/aft along the barrel as well as rotate around it.  Although there doesn't seem to be any way for it to break free from the rifle, it still seems cheapy.

Is this normal?

Sounds normal.  The swivel fits thru the grove under the frond sight base and is mated to a bar on the other side making it a complete unit that freely moves around.  It is obviously limited in its range of motion by its contact with the front sight base.
