I had a spare stripped lower laying around, and figured I'd throw together something inexpensively.  The bolt seems to not want to go all the way forward every time, the charging handle appears to have some wear marks on the sides of it as if it is rubbing on the upper receiver.  I oiled everything well, and it seems to have helped some but not completely.  Does it just need broken in some, some possible build up of coating in the charging handle well?

Have you tried a different BCG or charging handle to see how they seat in the upper?

ETA: If you have and keep running into the same issue, maybe the gas tube is off center? That, or an out of spec upper perhaps? Can't really think of anything else that wouldn't allow for your bolt to go all the way forward...

I did swap the charging handles, but I will try one of my standard mil spec ones tonight.  It could be the gas tube alignment, I'll double check that tonight as well

Are you riding it forward or pulling the charging handle, then letting it go?  And when you say it's not going all the way forward, is the bolt at least going into the chamber, but not rotating and the carrier is not moving all the way forward?  If that's the case, maybe just a stiff bolt.  Did you disassemble the BCG, clean, lube and reassemble or just install it as it came to you?  If you use the forward assist, does it move forward then or are you saying it literally will not move forward anymore at all?

if you use the forward assist, it will push forward, but when i pull back and let go it doesn't want to come the whole way forward.

+1... I've seen this many times.  If the barrel nut and the hole in the upper are not perfectly aligned, it can cause the gas tube to go through the upper hole caddy-whompised (technical term).  Will bind up the bolt.

Well after a few tests and a visual inspection, I have to say thanks to ARFCOM my rifle is fixed.  As you guys suspected the gas tube was off just enough to keep the bcg from moving forward completely.  Thanks again guys!
