I just got an order of Federal Lake City ammunition (XM 193) from Sportman's Guide with 07 headstamps. Everything is sealed and packaged perfectly... but I'm wondering why 07 ammunition is just now being sold. Any ideas?

The "07" is simply an indication of when the brass case was made; it's not indicative of when the ammunition was loaded.

keep that stuff cool, dry and away from temp and humidity extremes, and it will last decades1

One could, however, assume that the ammo wan't produced in 06.
