Is it legal to build an Ar-15 pistol using post ban lowers so long as I register the lower as a pistol?

Yes, as long as the receiver is registered as a pistol when you buy/build it (but, once a rifle, always a rifle). There are other issues though, such as it has to be under 50oz in weight, ect.
