I am looking at lightweight uppers and I have narrowed it down to two, bcm lightweight 16 and psa lightweight 16.
I will be using a bcm BCG and charge handle either upper

My questions are,

Is the bcm lighter than the psa?

Also, the psa comes complete for 419, and the bcm comes without BCG and charge handle for 515. Is the bcm worth the difference when both uppers are the same specs?

Get the BCM. With the ELW barrel and KMR it's going to be lighter than the PSA. Plus if you buy from BCM you can add a BCG and charging handle for $70.

I planned on running magpul handguards and a fixed front sight. I like to keep my builds simple.

There is a bunch less parts and weight with a KMR set up vs a standard carbine for end.

And it looks amazing

I went with the BCM 16" LW. I'm happy with it. I have since cut the FSB down and installed a free float but, I liked it the way it was before, too. It handled and balanced real well with the magpul furniture it used to have. The BCG/CH deal they have going right now is great. Wish they had it when I bought mine. I've built a couple of PSA builds with no complaints but, I'd lean BCM.

The BCM ELW Fluted w/ BCM's keymod handguard is VERY well balanced.

I suspect you will find that what you are really also looking for is balance... their ELW barrel moves weight more towards the center of the rifle.

If you get a chance to feel one you will see what I mean.

You could mimic what I mean by taking any rifle and taping on a few ounces ( I don't know how much.. maybe 6 ounces ) towards the muzzle and in other positions along the barrel.

You'll see how much balance can influence the feel of a rifle.

And IMHO... BCM makes a better upper / rifle... how often do you read about any issues with a BCM vs a PSA ?

BCM.
PSA is not even close to the same quality, customer service nor value for the dollar.
Having purchased light weights from both, BCM wins on weight and value.

Another vote for the BCM LW upper (I own several and love them).

The BCM "lightweight" is lighter than the PSA "lightweight."  The BCM has a .625" gas journal and the barrel is lighter from there forward.

Now the PSA "pencil" profile barrel is the same as the BCM "lightweight."

The PSA would be adequate, but the BCM is a better product, the fit and finish is a step above.
