I came into a M261 Conversion Kit. The guy told me he got it over 15 yrs. ago.
 It came with 6 mag adapters and the kit and adapters look almost as good as new.
I assume this is a Military Conversion Kit. The only markings on it are a number on the left side of the rail.

The marking is 1116** RW.( ** for last 2 digits)

Can anyone tell me who made this kit?

BDM makes high capacity mags for it.
It's the only bolt Compass Lake Engineering works with for their $1100 .22 match uppers.
Oly makes/has made these much more recently.

Thanks for the info. I should have posted that I bought a spare parts kit as well as a manual for this kit.
The spare parts kit didn't include a spare firing pin so I ordered one from Compass Lake.
I also purchased 2 mags from Blackdog but have not tried them out yet.

What I would like to find out is who made these conversions for the military and how they were marked.

The manufacturer is listed as FSCM 19204 (Federal supply code for manufacturer) in the TM.  

That's Rock Island Arsenal.  The government arsenal.

The device is designed for standard velocity .22LR, not high velocity.
