Cabela's has listed Winchester .223 Remington Tracer Ammunition. The tips of the bullets are orange. Are these M856 rounds?

Yes, they are M856.  They will be pre-97, due to the surplus ban.  The most common reason that tracers are/were surplussed is fail-to-trace, but sometimes it's because the tracer lights too early or too late.  It could be for other reasons as well.
