AP is legal, it just can't be sold by a dealer, it can be sold by individuals

It is so rare even in Mil use in theater, and is so expensive, that we will never know it's awesomeness.  Shure would be cool to be able to get some though, would make a great barrier round.

you can get the M855 though which has the small steel pentrator, not as good as the 995, but better than the 193

So if someone was to mfg and sell a .224 tungsten core projectile would it be legal? Thats what M995 is from what I know.

Make for your own use? A grey area, but is appears to be legal.  At least until they decide it is not.

Make for sale, at a profit?  I see a trip to Club Fed in your future.

Why is it illegal to mfg and sell tungsten core ammo. Is there a restriction on what materials you use?
It would be the same as bonded bullets which are quite common in hunting loads.

Federal Tactical bonded loads - "bear claws" or TBBC - are LEO only.
It punches a pretty good hole from my tests, better than M855. Retains its weight and increases in diameter. It is a good alternative if you feel the need for it. It is $$$ too.

My point the TBBC bullets are in other larger caliber loads, not .224.

Yes, there is a restriction:
The former statute: 18 USC 921(a)(17)(B) - "The term 'armor piercing ammunition' means a projectile or projectile core which may be used in a handgun and which is constructed entirely (excluding the presence of traces of other substances) from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium. Such term does not include shotgun shot required by Federal or State environmental or game regulations for hunting purposes, a frangible projectile designed for target shooting, a projectile which the Secretary finds is primarily intended to be used for sporting purposes, or any other projectile or projectile core which the Secretary finds is intended to be used for industrial purposes, including a charge used in an oil and gas well perforating device."

The LE Federal ammo is only restricted by Federal.  It is not against the law to buy, or sell it.  The only thing that would occur is that the LE Dealer who sold it MIGHT lose their ability to buy LE Federal ammo in the future.

BTW, the 60 Nosler Partition is a nice bullet as well, P223Q

Yup and with handguns available in .223 Remington, it is a handgun round and part of the ban.  So is the 7.62x39 and 5.45x39.

18 years in army-14mths in iraq, i have never ever seen or even knew anyone who has seen 995, i think its an urban legend.
