Put together my new rifle...empty mags drop free and and easy.  However, a loaded mag (28 rounds is what I use) takes way more force to properly seat in the mag well than my other AR...I don't remember having this problem with my other AR when I got it years back.  I messed around with the mag catch screwing it in more and then less but still have the same problem.  Is this a break in issue or what?

Is it ONLY when the mags are loaded? Sounds to me like it is just the bullets pushing on the BCG. Try putting them in with the bolt locked back. The only other thing that I can think of that would cause them to be more snug when loaded is if the sides of the magazine are swelling out, but that does not sound right.

You could also try loading the same mag into another rifle and see if it has the same problem.

What kind of mags and what brand of lower?.
Check inside the magwell for for scuff marks, might have to tweak it a bit, check the bolt catch also, have seen a few that put some pressure on a loaded mag before causing a hard to seat mag problem.

Good point, bolt has been forward when I have this issue.  I'll lock it back and see if that fixes it.  Even if this does allow the mag to seat easier I'll still have the problem when doing reload drills at the range.  Thanks for the info.

It's a Kaiser Defense lower and C Products magazine.  Magazine looks fine and fits without a problems in my other rifle.  Inside the mag well looks fine so I'm not sure what the deal is.  What do I look for with the bolt catch so see if that is causing the problem??

I don't think your understanding, this is normal if you are seating a full mag on a closed bolt, you are having to push extra hard so that the carrier can push the 30 rds deeper in the mag so it can seat.  Lock bolt back and insert magazine, should feel no resistance, press bolt release, fire, repeat....
This is normal for every AR i have ever touched. Go shoot the damn thing.

It does sound like a spring pressure issue. Load 15 rounds and see what it does. The pressure will probably be less and that will let you know what the issue is. I assume ( guessing) that the loaded mag will drop free without issue?
