I have a H2 buffer and 2 carbine buffers. Is it possible to make 2 H buffers from that?

carbine - 3 steel weights
h - 2 steel one tungsten
h2 - 2 tungsten one steel
h3 - 3 tungsten

You have 7 steel and 2 tungsten weights... sure looks like you could mix and match to get two H buffers out of that.

Well, short answer would be yes, if you know the final weight of the "H" buffer.  You could pull off the bumper on the end and lighten the weights inside.  Do your current buffers use powder or solid weights?

Yeah, I'm not sure about that either, but if you know your target weight, you could always shave off / drill out the weights inside the housing until you get it there.

Yes

Just swap one of the tungsten and steel weights.
You'll have one tungsten and two steel in each = H buffer

Yes, just by hefting it in your hand.  Kitchen or postal scale as a backup if you for some reason can't tell by heft.

Does the order of the weights matter? Like does the tungsten have to be in the front vs the back or in the middle?

Tungsten are silver colored, steel are black.
I usually put the tungsten weight closest to the bolt.

The tungsten is noticeably heavier than the steel.
