I want to build something with a Model 1 Upper(16" bbl, CAR config). Anyone have some evidence on how well they shoot? Can I get sub MOA? Should I go with the chrome carrier?

If you want Sub MOA, go with a varminter setup.
Carbines can be accurate, but I wouldnt expect one to do sub MOA consistently IMHO.
As for the Carrier, I dont see the real purpose of the CL.  a regular B/BC works just fine for me.

A 16" bbl out of a carbine should be just as accurate as any 20" bbl, length only adds more velocity, which out to 100 yards makes no difference. The only thing that might make a difference is barrel quality, which is what I wanted to know about. Thanks.

I am also looking at a M1S CAR upper.  
Out to 100 yds the 16 and 20 in barrels are similar, but out farther than that there is a noticable interest.  
If you are really concerened about accuracy, cut down a match barrel.  I believe M1S also has a 1 in 8 SS CAR barrel that may be of near match quality.  I plan on using one because that way, I can use extra match loads that I load for my DCM gun.
