Pre-ban and post-ban designations only matter in a few states, and Nevada isn't one of them. Basically, pre-ban/no-ban weapons can have bayonet lugs, folding/telescoping stocks, and flash suppressors.

The difference between AR-15 and M16 rifles is that M16's are full-auto. All parts interchange between the two, with the exception of the mil-spec auto sear, which requires an extra hole to be drilled in the lower receiver. As of May 1986, AR-15 rifles can no longer be converted to M16 status by civilians. The one loophole is to use a conversion device that was registered before the 1986 cut-off date: a registered drop-in auto sear (RDIAS) or a registered lightning link (RLL). The RDIAS is currently selling for around $12K and the RLL for $7.5K.
