I am building a SBR and i have my completely assembled lower, While i am waiting on my form 1 to return; is it a smart idea to order the upper or do I need to wait until I receive my stamp before I order the upper?  Just curious I have searched and prodded all the NFA rules and i can not find anything in regards to possession.

Just wait 'til you receive the approved stamp to avoid any potential legal issues & keep youself honest. Go to the Armory section & read the NFA/Class 3 threads again.
