I know that this is a common question on the forum but I ask you to humor me. So I'm looking at building a New York legal AR-15, particularly I want it as close to the M16A4 configuration as possible. Now, I'm not sure what good vendors and manufacturers are and I don't want to spend a lot of money, mainly because I'm a poor college student. It'll be a range toy to play with every now and then, so I'm not going to be asking a lot from this rifle.

or you could get a PSA upper which has slightly better specs for $400 Palmettostatearmory.com lower (by surplus arms) $60, cmmg lower kit $55, stock for $35 (6 position commercial spec) from ainsurplus.com then all you need is a rear sight and gtg. total is $525 not including shipping and FFL transfer. shouldn't be much more than $565 after all said and done. |

No Bayonet Lug 16" Barrel or longer No Flash Hider-You can have a Muzzle Brake,but it must be pinnned and welded.Threaded barrels are not legal without something welded to them. 10-Round Magazine or smaller.You might get away with pre-ban high-capacity mags,but that could lead to trouble if you run into the wrong LEO. Bullet Button Mag Release not needed. Your weapon needs to comply with the assault weapons ban (AWB) that used to be Federal Law (and is still law in New York). Also, remember that there is a 10-round magazine capacity limit.
An "assault weapon" is defined as the following: Semi-automatic rifles able to accept detachable magazines and two or more of the following (i.e. other "evil features"): -Folding or telescoping stock -Pistol grip -Bayonet mount -Flash suppressor, or threaded barrel designed to accommodate one -Grenade launcher (more precisely, a muzzle device which enables the launching or firing of rifle grenades) There are two ways people comply with this law: 1. One is to use a bullet button magazine release. With this device installed, the magazine cannot be removed by hand. A tool like the tip of a bullet must be used to actuate the magazine release. If you use the bullet button method, you can have as much of the other "evil features" on your gun. If you use the first method, you can have as many "evil features" as you want. 2. If you want to have a standard magazine release, then you can only have one of the "evil features". When given only one choice, the most common "evil feature" I see is the pistol grip. If you do choose this method of making your rifle legal, then you must be careful not to install more than one "evil feature". The "evil features" seen on a M16A4 configuration are the pistol grip, bayonet lug, and threaded muzzle with a flash suppressor. Some tips to help you if you choose method #2. -For the barrel, the easiest would be to get one that does not have threads on the muzzle. If you get one that does have threads, you must permanently attach (i.e. pin and weld) a muzzle brake/compensator on it. NO FLASH HIDERS, PERIOD. Since you are on a budget, the cheapest would be to just get a barrel that is not threaded. -The barrel-mounted front sight normally has a bayonet lug as part of the design. Some manufacturers offer ones with no bayonet lugs - buy one of those. -Your rifle should look something like this when completed: Post-ban AR15 -And of course, don't put a grenade launcher on your gun |
