I'm thinking about buying a LaRue Stealth Upper in 16inch.  I want to send it to ADCO to get it cut down to 14.7 and have them put one of the AAC 51T flash hiders on it.
What rail length would provide enough room to attach and detach a suppressor, while providing maximum barrel coverage?

If I were in your shoes I would email some manufacturers asking how far back down the barrel their suppressors extend.  I am certain they want your business and will answer.  Maybe I'm just an idiot but this seems like a difficult questions that may not get an answer from us.

9" or 10" and you should be good to go.

A Larue 13" rail as long as you don't get a can that uses a muzzle device that indexes back over the barrel.

I'm thinking about the AAC 51T flash hider and the M42000 can.
