Legally? BATF says that you can build as many anythings as you want, as long as you don't sell or otherwise transfer to anyone else. That's how you can buy an unfinished lower and "finish" it yourself, without having to buy from an FFL.

oooh lordy it appears to be a billet aluminum lower. What grade you end up using? 6061 or 7068

6061. It'll be dyed and hard anodized 3 mils thick when I finish the machine work.
