Can somebody 'splain to me the function of the little set screws on the turrets?

Do they basically disengage the adjustment mechanism, so the turret can be set on "0" when you're at zero?

Nightforce prints killer brochures, but their manuals kinda suck!

As a generality, yes, loosening the set screws on the turret knobs allow you to reset the scale to zero.

When you back out the setscrew make sure you hold on to the turret so it does not move it from it zeroed location.  Back it out so you can see the setscrew and you can move the turret freely, then rotate it to 0, pressing down on the turret tighten the setscrew firmly.
