I'm sure there are lots of reasons, but the one I'd bet my money on is the fact that 9mm is a NATO standard round and .45 isn't...

If you want a .45 carbine/SMG, you can build your own AR or buy a Tommy Gun, M3 Grease Gun, HK USC, or others...

Lack of magazines that will hold .45 ACP and fit in a standard AR lower.

Olympic Arms makes a factory .45 ACP AR with 18 round mags that fit a standard AR magwell. They've been selling factory .45 ARs since before the 1994 ban.

Bazooka Bros also sells a "factory" .45 ACP AR, in that you can get a complete gun from them.
