If I bought this from Spikes would I need anything else as far as an upper parts kit only is concerned? Obviously minus the BCG, etc.

Nope, that's a completely assembled upper.  Install your barrel/handguard, BCG and CH and roll.

Looks like it comes with the dust cover and forward assist, so you need a bcg, barrel, gas block /tube and handguard with barrel nut. Oh and a lower

ETA: duh and charging handle

Great! Looking at a stripped lower from Spikes. I'm assuming  I'll need a lower parts kit on that then?

As far as cost goes do you think buying both stripped lower and receiver from Spikes and the lower parts kit from RRA would be cheaper than buying a complete lower?

You could probably go cheaper by picking up a fully assembled blemished lower from PSA.  Especially with the sales this time of year, you could probably get a complete lower (assembled, with buttstock assembly) for less than $150.
