anyone ever seen or have permantly attached an ops inc muzzle brake?

do i have to permantly attach the thread protector for it to still be compliant with the laws or is that a grey area. what i'm pretty much asking is that when you permantly attached these brakes with the thread protector was the thread protector removable?

The ones that I did were just for over all length so I didn't perm attach the thread protector. I honestly don't know if that would fly to be ban compliant.
