I"ve pulled 500 steel core bullits from some unreliable "Greek" ammo. I've got plenty of 2230C powder, but this is slower than 2230. Do I want slow or fast for the heavier 62gr. ? Also I'm considering just repowdering the "greek" cases.
Incidently the powder wieghts were very inconsistant on the pulled loads.

Slower powder for heavier bullets. I've used Alliant RL15 under SS109 pulls with good results.

Reusing the old powder is a bad idea. Don't do it. The large variation in charges could mean the powder was from different lots with different burning speeds.
