I pretty sure that was just a P.C. move on  Colts part. They can be removed without violating any laws.

Only Colt had pinned-in steel auto-sear blocks, such as this:

However, Bushmaster lowers are patterned exactly like later Colt lowers, where a portion of one side of the receiver wall is left unmachined.  You can kind of see it in this pic; the portion just below the steel block sticks up, and sticks up more on the later lowers.  This is the portion where the auto-sear would normally be installed.  It IS legal to machine out this "block", but of course it is NOT legal to drill the hole for the auto-sear pin.
