So I have a dumb question. Can I put a "pre ban" upper on a post ban lower since there is no pre ban law anymore?? Do I still have to match a preban lower to a pre ban upper??

It all depends on your state laws. I think you are in the clear.

Thanks, I just droped my A2 off for an A1 Bird cage. We don't have any restrictions here in Colorado so I guess I can put the pre ban on a post ban.
