Pre-ban refers to features "banned" between 1994 and 2004. Only certain states (NY, CT, MA, etc.) still have an assault weapons ban (AWB). Banned features usually include: Tele-stock or folding stock Pistol grip Bayonet lug or mount Grenade launching device (diameter of the barrel, in effect...) Flash Hiders Threaded barrels In terms of uppers alone, the only concern in terms of pre/post ban is the threaded barrel, flash hider, and the bayonet mount/lug. If you aren't in a ban state, I'd certainly suggest you go for all of the "evil" goodies you can. However, if you want a cheap plinker, a ban-era rifle without the evil fixins would probably be a cheap alternative. In reality, the major difference between pre and post ban is aesthetics. Post-bans simply look "naked" without evil slots (flash hider) and a bayonet lug. That doesn't mean I like the ban.  It was a dastardly attempt at additional state control over freedom-loving people.
