What if I took an upper with an 11.5 Barrel and permantly attached a suppressor to bring it past 16". Would it be considered legal? I know about wanting to be able to remove the can, but I was just curious about the first part.

Dude, either way you;re paying a $200 tax stamp.  Just register the SBR, then get a can (yeah, that adds up to $400, but it would be cooler).

A permanently attached suppressor counts as part of the barrel, so yes, it would meet the legal length.
