Today I received a new barrel that I recently ordered (5.56mm, 16", chrome-lined, 1:8 twist, mid-length gas system) and I noticed that the feed ramps appear to have been machined after the barrel extension was parkerized; i.e., the feed ramps are shiny metal but the rest isn't.

In the several other barrels I've had over the years, I don't remember seeing the feed ramps like this...IIRC they were parkerized.

Does anyone know what's specified on the govt. drawings? Are the feed ramps supposed to be parkerized?

I'm not sure what the government specs called for, but nice smooth feed ramps are ideal.  Parkerizing would add unwanted friction to bullets passing through.  Personally, I work over all new builds with my Dremel tool to blend and polish the feed ramps on both the receiver and the extension.  This removes any and all finish/plating that came from the factory, but I end up with flawless cartridge feeding.  - CW

I tested the gun today for the first time and it functioned flawlessly, so it seems GTG.

It should be fine. I'd just oil the ramps a little
