I have two 20-inch "A3" uppers with excessive windage: one is 27 clicks to the left. If the carrier key does not appear to be hanging up on the gas tube, will firing this upper as is hurt anything? Aside from looking really screwed up, that is.

You're thinking the FSB is canted which has the gas tube "cocked" in the upper?  If that's what you're thinking just look at it. Is it centered in the carrier key channel?  

Won't hurt anything at all. Fixing the dreaded canted FSB problem is another issue altogether with a number of different views on how to fix it.  I myself prefer to return anything over 11 clicks or replace with a PRI flip up or the like on used barrels that I can't return anywhere.

Yeah, everything checks out visually, and the carrier minus bolt slides in and out freely. Aside from OE and canted FSB, what might cause this?

What, besides Operator Error or the front sight base being canted, will cause excessive windage adjustment.

axis of the bore and the center line of the upper are not the same.

or canted FSB.

I think Randall with ar15barrels has a great photo of a tool he made to diagnose this.
