Do I need to do the NFA paperwork and taxes to buy a 14.5" (threaded) barrel? I would be attaching a 2" flash hider on it to keep it over 16". And I will be sure to put the flash hider on the barrel first before putting it onto the gun.

no, but of course you have to perm attach the fh.
this is my understanding of the nfa laws, MD may have more....

The flash hider must be permanently attached by high temp silver solder, pinned and welded, or spot welded to the barrel. Basically if you can remove the flash hider with simple hand tools it that firearm will have to be registered as an SBR.
