I have a MI-15 rail I am trying to install on my latest build.  I have tried twice and can't get it to stay lined up, which makes the sights way off.  Any suggestions on a tool or method to keep in straight.

Try aligning the upper and rail using a mount or vfg/afg. I mount an acog between the two and tighten.

I tried using a carry handle the second time.  Still clocked a little, maybe I just need a second pair of eyes.

Maybe try laying it upside down on a flat surface and tightening it up? It might keep it from twisting.

Just got through aligning a cheapie quad rail on my .300blk. I clamped the upper in the panther claw and used a square to align it with the rail.  Only thing that would work.

the barrel nut may be a HAIR off from being exact. I had that happen on a G1 MI rail. I took a large breaker par and my PRI wrench and just tightened the barrel nut till the wrench was straight up at 12:00 and it solved the problem. seriously like 1/64 of a turn, if even LOL. that anti-rotation pin can pull it out of line if the barrel nut isn't perfect.
