Are these any good? I read that they are not level and will not sit flat on a rail..
Any input will be appreciated.

Promag's a mixed bag when it comes to quality - not as bad as the cheap Chinese stuff, but not up to the big boys.  I'm sure some will sit flat on a rail, and if others don't, it just means their QC is not great, which is why you spend more with the good stuff.  In any case, this looks like a clone of the ARMS 05 riser:

This type of riser often isn't real helpful, depending on what you're trying to do with it.  It doesn't provide any forward offset for a magnified scope, and the slot spacing isn't Picatinny spec, if those things matter.  The 0.75" height is taller than most risers, but the main thing is that you use the right size rings to get the height you need (usually somewhere around 1.4" centerline for optics).

The entry says "Compare to GG&G 1001 Scout Rail", and if you do that, you'll see that the GG&G is a superior piece of gear in every way except for price:

Finally, I don't know anything about the shop you've linked to, but I'd hesitate about buying AR gear from an airshop store, as the risk of getting a clone is fairly high.  I don't think anyone clones Promag, though.
