Will weaver style bases work on picatinny rails....are they the same, weaver and picatinny rails?

No they are not. Weaver stuff will work on picatinny, but picatinny mounts will not work on weaver.

To cut to the chase - generally, Weaver gear will fit Picatinny rails.  Often, gear designed for Picatinny will fit Weaver, but sometimes not.  It depends on the details.

Picatinny rail is a spec (M1913), and Weaver is a design concept.  For Picatinny, there's no spec for dimensions on the gear that mates to it, AFAIK.

Weaver usually varys from Picatinny in slot width, depth, and/or profile, and in slot spacing.    Generally, Weaver slots are narrower than Picatinny slots, and are often spaced closer together, but since there's no Weaver spec, it's unpredictable.

Much gear will fit in either, depending on how it mounts.  The Eotech's built-in mount will fit either Picatinny or Weaver rails, as it uses the cross-slot screw as a recoil lug, and the screw diameter is small enough for either rail.  Other gear, like Armalite and LaRue mounts, have recoil lugs as part of the mount, and these lugs are made to fit fairly closely in a Picatinny slot, so they won't fit in some Weaver rails.  Likewise, gear with 2 cross-slot screws, like many rail extenders, are designed around Picatinny spacing, and won't fit Weaver gear if the spacing's off.
