You're confusing the "manufacture" of a weapon with the physical production of an item. From a legal point of view being a "manufacturer" has nothing to do with milling machines and everything to do with having the proper licence and paying the proper taxes. So long as the paperwork is all in order you can subcontract all the various labor tasks such as milling or anodizing. CMT is a subcontractor that handles purchasing forgings and then milling them into complete lowers. |
